Our Team

Property Tax Advocates is led by the firm’s founder Jeffrey R. Burgher – a CPA and registered Senior Property Tax Consultant. A veteran of property tax consulting and appeal with over thirty years of experience, he has become an authority and speaker on innovative property tax valuation methods. Prior to founding Property Tax Advocates, he was co-owner and co-founder of First American Tax Valuation, Inc., Vice-President of Southland Financial Corporation, a Tax Manager with the predecessor of KPMG Peat Marwick and graduated with honors with a Master’s Degree in Tax Accounting from the University of Texas. Mr. Burgher serves on the Board of Directors of the Texas Association of Property Tax Professionals, is a member of the Institute For Professionals in Taxation and the Apartment Association of Greater Dallas.

Kevin joined Property Tax Advocates in 2007 and is responsible for Real & Business Personal Property protests throughout Texas. Prior to joining Property Tax Advocates, Kevin was a commercial tax appraiser for Tarrant Appraisal District from 2004-2007. He is a member of a wide range of professional associations, including the Institute for Professionals in Taxation, the Texas Association of Property Tax Professionals, the North Texas Association of Assessing Officers and the Apartment Association of Tarrant County. Kevin is also a graduate of the University of North Texas.

Mike joined Property Tax Advocates in January 2016 with a comprehensive knowledge of the property tax valuation process. As a licensed Property Tax Consultant, Mike is responsible for all types of real estate property protests throughout Texas. After graduating from the University of North Texas in 2006, Mike began a successful 9 year career at Tarrant Appraisal District. As a senior commercial appraiser, he became proficient in valuing and negotiating assessments for retail, multi-family, office, industrial/flex space and specifically the downtown Fort Worth market. Mike is a member of Texas Association of Property Tax Professionals, Dallas Apartment Association and International Council of Shopping Centers.

Scott Biggs joined Property Tax Advocates in 2018 and is responsible for protests of all real property types in his role as a consultant. He brings over 17 years of experience in valuation and property tax appeals to the position. Scott previously worked nine years as an appraiser at Collin Central Appraisal District where he was responsible for the valuation and appeals of various property types with a primary focus on multifamily, senior living, and big box retail. Prior to that, Scott worked as an independent fee appraiser performing appraisals for lending and investment purposes at Tommy Marshall & Associates. Scott earned his BBA in Accounting from the University of North Texas, holds a General Appraisal certification, and Property Tax Consultant license. He is a Candidate for Designation in the Appraisal Institute and is a member of the Texas Association of Property Tax Professionals.

Melissa has been a part of our team since March of 2005, bringing with her six years of property tax experience. Her job is focused primarily on gathering and organizing information for both our clients and staff. She prepares equity and income analysis for our consultants to present to the ARB, handles all client financial information and coordinates with the appraisal district.

Alicia has been a member of the Property Tax Advocates team since August 2018. She brings with her 20 years of administrative and operations management experience all while building strong client relationships. Alicia is responsible for client billing, vendor payments, filing property protests, coordinating the ARB schedule and providing administrative support to our clients.
